You can disable this reserve in Windows 7 fairly easily. Open the Local Group Policy Editor by typing "gpedit.msc" into the Start menu search and opening the resulting listing. Once the Editor is open, open the "Computer Configuration," "Administrative Templates," and "Network" folders, then select the "QoS Packet Scheduler" item. Right-click the "Limit Reserved Bandwidth" option, selecting "Properties" from the context menu. Enable the limit, then change the limit amount to 0 in order to disable any reserves. Reboot Windows 7 to let the change take effect.
